Knoxville Police Department car # 43 [R. Flores?], car # 30 [R. Flores?], Service Department vehicle, County Dispatcher Hea D'Allesandro, "Commissioner," mysterious "He." Dispatcher Angela Johnson not on tape. 1989 Eagle Premier reported stolen from 500 State Street 04:11 am.
Case Synopsis:
Employee # 2147 does NOT match KPD Vehicle Impoundment Form, which shows Officer Flores employee # 1640. Impoundment Form time is 03:00 am [form copied at Sutherland Wrecking Company], but according to tape the time was 03:56 am. KPD and DMV still lists vehicle as stolen. No parking ticket on car or in KPD computer. 3 parking tickets required before towing, according to TN Code. KPD must call Sutherland first, but county dispatcher called towing company first in this case, over objections of KPD cop. KPD, KPD Impound Lot and Sutherland Avenue Wrecking all denied they towed the vehicle 8 hours after it was towed. Hence the stolen vehicle report. Sutherland and KPD busted legal time limits for notification of owners.

43: I was down there. There's a service guy was there in his little orange truck and he advised there was no problem. I'll be back around. [resignation in voice]
